According to an embodiment of the present invention, a decision making supporting system to cope with damage caused by a flood disaster includes: a flooding predicting unit which predicts flooding information including the region and water level of flooding caused by a flood disaster; an information transmitting unit which transmits the flooding information predicted in the flooding predicting unit to a portable terminal of an evacuee; a reception confirming unit which receives the current location information of the evacuee through the portable terminal of the evacuee while confirming whether the flooding information is received from the portable terminal of the evacuee, and receives mobile ability level information of an evacuee selected through the portable terminal of the evacuee; an evacuation route determining unit which, in the portable terminal of the evacuee, determines an evacuation route by using the flooding information, the current location information of the evacuee, and the mobile ability level information of the selected evacuee; an evacuation situation determining unit which determines an evacuation situation by identifying an estimated evacuation area and the estimated number of people to evacuate through the determined evacuation route and whether the flooding information is received from the portable terminal of the evacuee confirmed through the reception confirming unit; and a rescue decision making unit which determines the priority of rescue operations according to evacuees by using the identified number of estimated people to evacuate, the information on the estimated evacuation area, the flooding information, and the current location information and mobile ability level information of the evacuee. The present invention is provided for quick and safe evacuation and rescue.
