The purpose of this paper is to provide an overview of the approach and guidelines needed to allow and applicant to receive a Combined Operating License (COL) under 10 CFR Part 52, from the U.S. Nuclear Regulatory Commission. This area of focus is considered a critical path requirement to implement the specific review of the design that was built to conform with the Design Acceptance Criteria (DAC), issued as part of a Design Certification (DC). NPP designers and vendors submit designs of advanced standardized NPPs to the NRC for review and approval under 10 CFR Part 52, Early Site Permits: Standard Design Certifications and Combined Licenses for Nuclear Power Plants. To obtain a standard design certification under Part 52, applicants submit a standard safety analysis report (SSAR) which should include information on the instrumentation and control (I&C) and Human Factors Engineering (HFE) program. However, since technology is continually advancing, and there may be significant time elapsed between the application for a DC and for a later plant specific COL, details of the applicant's I&C and HFE design may not be complete before a design certification is issued by the NRC. In such cases, reviews under 10 CFR Part 52 would primarily focus on the design criteria and design process. The extent of design documentation and technology receiving prior review by NRC at the design certification stage has varied among different NPP designs. Applicants seeking to operate a standardized NPP under 10 CFR Part 52 who already have received a design certification, are required to document those portions of the design, not previously revised, as part of the COL. Thus, for advanced NPPs, reviews using the requirements identified here for I&C and HFE reviews, can occur at different points within the 10 CFR Part 52 application and licensing process.
