A Heuristic Approach toward Safety Control

The level of safety for users of a constructed facility involves the design, maintenance, and managerial effort of the facility. Designs with the use of Crime Prevention Through Environmental Design (CPTED) principles provide a passive mode of enhancing the level of safety to a certain degree. Maintenance, on the other hand, not only prolongs the use of the facility but also gives the user a sense of being periodically monitored, which potentially strengthens the user's awareness of safety. Managerial effort is the degree of integration of the aforementioned factors and installation of physical components to the facility. Difficulties persist in determining the level of safety based on those factors due to the complexities of combining the effects of those factors. Fuzzy set theory is used for resolving this problem because the expressions of evaluating those factors are generally vague. This paper also includes the discussion of using Markov Chain for analyzing the safety control mechanism of a constructed facility.
