Development of an Environmental Protection Management Information System for the Watershed of the Shih-Men Dam

The information technology has been growth rapidly for last decades. In order to pursuit the economic development, people have abused natural resources in developing countries. Usually we only emphasize on the invest value and neglect the environmental protection of the natural resources [1]. The concept of ecological protection [2] has been promoted gradually; therefore, environmental protection is a main issue in planning, design and construction stage for dam watershed [3]. From the survey of unstable land in the environmental protection area of Shih-Men watershed, this research tries to use Object Oriented and Windows TM environments, such as ER-Studio and Interbase to construct data structure and use Delphi to develop the "Environmental Protection Management Information System" for Shih-Men Dam watershed. The tool has integrated MIS, GIS and Multi-media to develop a handy tool that provides engineers to cope with complicate interface tasks in a single package. This system can be used to build environmental data for the unstable land, to input related data into the system to be verified. This system can help the observers to record observation data, such as the maintenance and inquiring data of the present state of the unstable land. Also, using the cross-inquiring function of the system, slid land data from different locations and time scopes can be integrated and sorted to facilitate to obtain different results. Furthermore, the system will integrate information management system and geographic information system to better understand the surrounding environment such as observation station, construction situation of the Shih-Men dam watershed area. This platform can provide a long-term environment monitoring mechanism to follow up the difference before and after the construction of ecological engineering.
