The recent flood events in Germany on the River Rhine, Oder and Elbe, the responsible public authorities were forced to find new strategic ways to handle flood events more efficiently. Results of the floods showed that in spite of increasing technical flood measures, the damages are also rising. Instruments that therefore combine solutions for flood prevention and operative flood protection measures are helpful. Regarding this aim, a "Flood Management System" (FloMS) has been developed, which satisfies the duties and expectations of the responsible regional actors in case of emergency and flood prevention. FloMS consists of two main parts: the GIS and WebGIS for spatial information like flooded and flood-prone areas including flood scenarios and the Content Management System (CMS) for non spatial information. A major output of the project is the creation of different kinds of maps showing the hazards, the potential damage, special risks etc. for defined flood events. Those maps are applied for flood prevention measures and during flood events especially on a local scale. The available basis data, particularly the digital elevation model, had to be improved by additional data. Important line objects as dykes, streets and railways were acquired and implemented in order to run dyke breach simulations, which are e.g. basis for hazard maps.
