The primary objective of the paper is to evaluate the factors in the creation of a container load centre in the Indian Ocean Rim (IOR) -"Trincomalee: IOR logistic hub". Three intertwined factors are examined. First, are the technological and economic factors that originate from the emergence in the 21st century of the Super Post-Panamax Containerships (SPPC) of 10,000 TEU. Second, is the navigational factor related to harbor bathymetry - terminal draft, sea access and turning circle - in the deepest and largest natural harbor in the Indian Ocean and the fifth largest in the world? Third, is the competitive weakness of the hierarchy hub ports and ports in the IOR, including Colombo, to the creation of the load centre. Furthermore, the paper examines the construction of the Adam's Logistic Bridge connecting India and Sri Lanka and the diversion of the voluminous Indian Subcontinent export/import cargo to the load centre. The two roots of the TA concept: creation of a load centre -"Trincomalee: IOR logistic hub" and a new city of Trincomalee are embedded in four fundamental and incontrovertible conclusions. The Colombo Harbor (2.6 km~2) has reached the cul-de-sac of development, unless a new breakwater is constructed In contrast, Trincomalee Harbor (17.0 km~2) is large with unique deep bathymetry. The Colombo City suffers from congestion and has reached saturation point. The TA territorial area is a green field site for development into the Third Millennium. This paper concentrates solely on the: creation of a load centre -"Trincomalee: IOR logistic hub" of the TA concept.
