Measures to Facilitate Transition to Chlorofluorocarbon-free Metered-dose Inhalers in Hong Kong

The Hong Kong Special Administrative Region(HKSAR)has complied with the obligations of the Vienna Convention and the Montreal Protocol(MP)as imposed on non-Article 5 Parties,which are aimed respectively to promote research and development on ozone layer protection,and ensure an international control over the use of ozone depleting substances including chlorofluorocarbon(CFC).At present,import and use of metered-dose inhalers(MDIs)containing CFC for treatment of asthma and/or chronic obstructive pulmonary disease is permissible in HKSAR as it meets the criteria of essential use defined by the MP.In response to the urge of the MP,HKSAR has been formulating its strategy to facilitate the transition to CFC free MDI.A study was carried out in 2001 to investigate existing and future use of MDIs,identify technically and economically feasible alternatives and propose a strategy of phasing out CFC MDI in HKSAR.Among other findings,affected parties were surveyed and their major concerns expressed were additional cost implication,sufficiency of alternatives,and patients' discomfort with some alternatives.Based on the recommendations of the study,a transition strategy is being formulated,mainly to consider encouraging the registration with the local authority and marketing of an adequate range of alternative CFC free MDIs of competitive prices.Education campaign and continuous consultation with stakeholders would also be considered.
