Weapons System program managers must insure that environmental pollution prevention is incorporated early in the determination of performance requirements, engineering design, test and evaluation, deployment planning, as well as demilitarization and disposal planning. These programs must complete adequate Environmental, Safety, and Health (ESH) Program Evaluations before management allows contract signature. Program managers must have a written strategy to meet environmental, safety and occupational health regulations and pollution prevention goals, establish responsibilities for meeting requirements and show how progress will be tracked. A key for the ESH programs for these purchases is a Hazardous Material Management Program (HMMP), developed by the contractor. These HMMPs are developed to insure that the aerospace contractor has integrated the elimination/reduction of the use of Hazardous Materials (HM) into the design, manufacture, operation, maintenance, disposition and disposal of the aircraft system or upgrade. In order to incorporate a risk based process as set forth in the DoD acquisition regulations, a formal risk assessment matrix methodology will be used in two new Mobility System Program Office weapon system upgrades, being managed at Wright-Patterson AFB, OH. Hazard Risk will be rated on the severity of the health risk versus the probability of occurrence. Any HM identified with an extremely risk would require program executive officer approval while low risk materials could be approved by the program manager. Use of the risk matrix correctly prioritizes efforts to materials with the most concern and potential to increase life-cycle risks and costs.
