An emission inventory was designed,prepared,and modified in concert with two specific modeling schemes for State Implementation Plan(SIP)development.The inventory was prepared to coincide with the input requirements of a regional-scale dispersion model and a speciated rollback model.Evaluation of modeling results allowed the discernment of culpable sources and source groups that in turn provided the most logical sources to which more refined calculations would apply to assess emissions representativeness and model performance.The inventory was prepared for particulate matter less than 10 μm and less than 2.5 μm in diameter,other primary aerosols,and secondary aerosol precursors for the Portneuf Valley Non-Attainment Area(PVNAA)in Pocatello,Idaho.The inventory consisted of industrial sources,area sources,nonroad mobile sources,and onroad mobile sources.The inventory was calculated for two wintertime episodes,for a baseline of year 2000,and for future years of 2005,2010,2015,and 2020.The inventory was used in the CALPUFF dispersion model.Two modeling phases were selected for CALPUFF including an initial model evaluation for three episodes,followed by a compliance demonstration for base and future years.The application of the CALPUFF Model hotspot results allowed the evaluation of critical emission source groups as well as the modification of inventory components.Existing control strategies were also evaluated.Use of the inventory in modeling is described,the results obtained are featured,and the pitfalls and caveats to inventory use are reviewed.Individual source categories are described and noted in terms of overall influence on the modeling performed.
