A Survey of Quality Management Systems for Emission Testing Firms

The emission testing community has struggled with the implementation of formal, documented quality management systems for more than 15 years. In the early 1990's, EPA contracted Midwest Research Institute (MRI)1 to assist with the development and documentation of standards for its proposed Accreditation and Certification for Measurement of Emissions (ACME) program. It was envisioned that under this program, source testing firms and individuals conducting emission measurements could be audited, examined, and evaluated for eventual accreditation (source testing firms) or certification (individuals). Although this program never materialized, many of the program components appeared in subsequent quality management systems.
