The Entergy service area includes facilities throughout Arkansas, Western Mississippi, North and South Louisiana, and the Eastern portion of non-ERCOT Texas. The Texas portion of that service area abuts ERCOT, and thus has no interconnections to transmission sources from the West. Load growth in the Western area, combined with limited generation facilities in that area and limited transmission ties from the East began to create operational problems for Entergy Transmission. Because of the severity of those problems, it was necessary to mitigate their impact by looking at short-term solutions that could be implemented much faster than building new transmission sources into that area. This paper describes the problems identified, the short term solutions chosen, and the issues associated with one component of those short-term solutions, conversion of the Webre -Richard 500 KV line to single pole tripping.
