Performance-based service contracting has been a subject of much interest in the government acquisition community. Guidance from the Office of Federal Procurement Policy, Office of Management and Budget and the Department of Defense provide "best practices" for performance-based contracts. However, using these guides and implementing them in the real world, can be another story. The FAA and Harris Corporation successfully negotiated the FAA Telecommunications Infrastructure (FTI) contract in July of 2002. This is a 15-year Performance Based Services Contract designed to provide high quality, cost effective, secure telecommunication services to all FAA air traffic control operational facilities. At present, the FAA has numerous telecommunication service contracts, some with leased service providers and some via government owned systems. FTI is an integrated contract which provides a wide variety of voice and data services at approximately 5000 geographic locations.
