Subjects of Noise Control Act and the local government in Japan

Noise regulation started in local governments in Japan, after that, the central government enacted Noise Control Act (Noise Regulation Law) in 1968. This low is considered the "national minimum". Factory noise, construction work noise, and road traffic noise are to the purview of Noise Control Act and community noise and factory noise are to the purview of the original regulation of local governments. It can be said that local government are responsible for a great portion of noise policy. However it is not understood fully in local governments that attaining Environmental Quality Standards is a starting point for the establishment of noise policy. Furthermore the view of regulation and the transferring authority should be examined at this time. Moreover, the examination has begun in an effort to unify energy value because the evaluation value in Japan is not unified. Thus, noise regulations of Japan is coming to the turning point. We report present condition and subjects of Noise Control Act and the local government in Japan.
