In the Beginning There Was Only a Regulation: Implementing a Safety Management System

NAV CANADA, Canada’s national provider of civil air navigation services, is a non-share capital corporation with more than 5,000 employees coast to coast providing air traffic control, flight information, weather briefings, airport advisory services and electronic aids to navigation. Upon privatization in 1995, one of the company’s first priorities was the establishment of its Safety Management Program and the implementation of its Safety Management System. Over the past eight years the challenges of implementing safety management have been many but so too have the successes. This paper describes NAV CANADA’s Safety Management Program, its Safety Management System and the challenges that the company faced while travelling the sometimes difficult but enlightening road of implementing a safety management system.
