From 1997 through 1999, Applied Process Technology, Inc. (APT) and the Los Angeles Department of Water & Power (LADWP) conducted a three-phase project to demonstrate and evaluate the performance of APT's line-pressure advanced oxidation process, called HiPOx, for removing perchloroethylene (PCE) and trichloroethylene (TCE) from contaminated groundwater without forming bromate in the presence of bromide. The project was conducted on wells drawn from the Headworks Well Field located within the San Fernando Groundwater Basin. The influent PCE and TCE concentrations each ranged from 160 to 220 ppb (μg/L). The influent bromide concentration ranged from 150 to 200 ppb. The performance objective for the HiPOx system was to reduce PCE and TCE to less than 80% of California's 3 ppb MCL while holding the effluent bromate concentration to less than 8 ppb, or 80% of the National Primary Drinking Water Regulation. The HiPOx system met all performance objectives of this evaluation. Since then, APT has conducted several pilot studies in which HiPOx has destroyed contaminants while controlling the formation of bromate to below MCLs.
