The Mills filtration plant is a 326 million gallons per day (mgd) conventional drinking water treatment facility. The plant primarily treats California State Water Project (SWP) water, which comes from Northern California. Construction of the Mills Oxidation Retrofit Project (MORP) was completed in March 2003 to allow Metropolitan and its member agencies to meet new and more stringent standards for THMs and other disinfection by-products. The ozone plant is sized to treat 160 mgd of water at a 2.0 mg/L ozone dosage. Metropolitan Water District of Southern California (MWD) engineers designed the ozone and associated facilities. The primary contractors were: Ozonia North America for ozone process equipment and Kiewit Pacific for construction of the facilities. The Performance Test portion will be supervised and evaluated by Process Applications, Inc. All startup, planning, and testing on non-Ozonia equipment was performed by MWD personnel. Also, MWD provided support and assistance to all Contractors where needed. This paper provides an overview of the design and construction highlights, followed by a discussion of obstacles and successes of the startup and testing of the ozone feed system and support systems. This paper was written while the startup test program was in progress. Therefore, the conclusions of testing will be provided at the presentation.
