We are living in a new era, in which the priority is not to "work hard," but rather, to "work smart." In this era, most business activities have been freed from the limitations of time and space, not only through intra-company networks but also through personnel networks. A prerequisite to "smart work" is the establishment of a smart working environment, particularly in the manufacturing environment, which involves many urgent issues and various variations. This study provides an overview of the concept of social network, smart work, and open innovation, studies cases of the introduction of these concepts in large enterprises, small and medium enterprises, and public institutions, and investigates the advantages and disadvantages by making reference to those individual cases. Through a survey, this study derives an open and smart working policy that can be applicable in small and medium manufacturing enterprises (SMMEs). Based on this policy, we finally propose an open and smart working system that enables workers in SMMEs to connect anytime and anywhere, and handle collaboration business activities smartly and promptly.
