The reasons for concern about the vulnerability of GNSS are explained and the possible mitigation measures are explored. Increasing dependence on GNSS makes its susceptibility to interference, both deliberate and accidental more significant. Backup systems such as Loran and radar do not meet all the performance requirements satisfied by GNSS and would require additional investment to do so. It is recommended that these considerations should be taken into account in the formulation of a European Radio Navigation Plan.
