The main way for noise reduction in the residential buildings consists in the decrease of the noise in the source of its emission (in the traffic flow) through the decrease of the motor vehicle external noise. The motor vehicle external noise is being reduced in conformity with the program set forth in the motor vehicle external noise standards which also establish the noise measurement procedure. The reduction of the motor vehicle external noise is closely connected with the price policy and with expenses for manufacture of the low-noise motor vehicles which considerably hampers a rapid progress in this field. The implementation of this program calls for improvement of the methods used for the forecast of the traffic flow noise, since the reduction of the motor vehicle external noise sound level should irreversibly result in the decrease of the traffic flow noise and in a certain decrease of the cost of the measures aimed at reduction of noise on the motor roads which are being designed. Such effect can be forecast only if the external noise of the motor vehicles is researched in the real traffic flows.
