Being eager to set a very high target for the operation availability of its future APM at Roissy Charles-de-Gaulle Airport, the Paris Airport Authority (Aeroports de Paris) has developed with ALONEX a new comprehensive approach to the availability contractual calculation. The basic idea is to take into account the transportation capacity actually offered by the system, if any, during the periods of operation not matching the contractual schedule. The resulting formula to calculate the availability ratio, based on the formula in ASCE Standard 21-96, section 4.3, is the key point in the Operation & Maintenance contract recently undersigned by the Paris Airport Authority for the operation of its internal APM. This contractual scheme may be easily generalized to any guided transportation system as a formal way to build into the contract between the Authority and the Operating Company a financial incentive to provide at any moment to the public the best possible transportation capacity.
