EXAMINATION AND APPROVAL OF PUBLIC GUIDEWAY TRANSPORT SYSTEMS BASED ON EUROPEAN STANDARDS

Public guideway transport systems have to comply with various requirements to carry passengers safely and reliably. For cableway systems and for railway systems in the European Community (EC) modern procedural provisions and technical regulations exist, which guarantee a high level of protection and consider the principle of free movement of goods. Automated People Movers as public transport systems with automated operation are also covered. Thorough examination of the technical documentation and detailed inspections of safety components and of the completed installation within the approval process ensure the system complying with directives and regulations as well as with technical standards. The approval process of cableway installations and the certification of safety components and subsystems in the EC are shown. The examination and acceptance procedure for the implementation of an automated underground system in Nuremberg is described. The presented procedures can be taken as basic suggestion for the approval of public guideway transport systems such as automated people movers. On the basis of experiences from the certification, examination and acceptance of cableway installations as well as railway vehicles, tram and underground systems typical problem fields are named and following recommendations are given.
