This essay introduces the survey about the developments of mobile at home and abroad and utilizes the wireless relay communication theory to conclude that the development of mobile phones must be based on the development of mobile base stations. Through the analysis of the electromagnetic radiation features of base stations, it puts forward that the goal of developing the mobile communicative net as well as protecting the electromagnetic environment in cities can be reached if we position the base stations reasonably.
