The paper explores the potential of applying a SEA approach for the preparation of more sustainable Olympic Games. The peculiarity of a SEA referred to Olympic Games programmes lies in the fact that the adoption of such Programmes is based on common guidelines, whereas other plans and programmes are structured in different forms across Europe, according to the national laws of these countries. The analysis is carried out through the comparison of the Italian SEA, applied to the Turin Olympic Games 2006 and the German SEA approach developed for the candidature of Frankfurt to the Olympic Games in 2012. The first aim of the analysis is to compare the different environmental consequences that originate from the implementation of the same programme in areas characterised by different cultural, socio-economic, and environmental conditions. Another main objective is to focus on the environmental implications of the decision-making process that leads to the implementation of the programme in the hosting candidate cities. This paper highlights the points of strength and weakness of a SEA-based analysis, in order to ensure a more environmental-friendly preparation of an Olympic Games Programme.
