This article analyzes the formation cause of the elements affecting the stream runoff, dividing them into systematical affecting elements and non - systematical affecting elements. The non - systematical affecting elements are further grouped into quantitative elements and inquantitative elements. After analyzing the mechanism of the quantitative element affecting the stream formation, it is thought that the rainfall reduction is the main cause affecting the runoff reduction and the human activities also have a certain effect to the runoff reduction. Taking Qinhe River as an example, the change trend of runoff in the recent twenty years has been studied and the method to estimate the effects of precipitation amount and human activities which lead to runoff reduction is put forward. The study of rainfall reduction effect to the runoff reduction is conducted in the ways of measured runoff and natural runoff. The runoff reduction induced by rainfall reduction is 0.35 billion m~3 and the runoff reduction in Qinhe River basin induced by human activities is 0.22 ~ 0.27 billion m~3.
