The idea for this paper came by reading an article in the "AIR INTERNATIONAL"-Magazine from April 2001 with the title "Partnership in Air Power". This article describes the conference held in London, January the 30th and 31st, 2001, in which 275 delegates from the air arms and aerospace industries of over 20 countries participated. Hannes Ross, Vice President Advanced Design and Technology, EADS Military Aircraft and Tom Burbage, Executive Vice President Customer Requirements, Lockheed Martin Aeronautics, gave their respective views on the future of European and US aerospace industries. Both expressed concern over the difficulty in recruiting and holding experienced personnell. A chart (Pic.1) was shown from the "RAND CORPORATION" with the title "Engineer Career Length vs. New Designs by Decade", which illustrates the dramatic reduction in new aircraft programmes over the post half-century. The Rand Corporation believes, that a declining experience level has been a contributing factor to the problem observed in many recent aircraft programmes. Discussion about this chart and the future of "Statistics" during the SAWE-Conference in Arlington 2001 gave the author the idea to open his data files and prepare this paper.
