摘要

U.K. industry feedback suggests that human factors (HF) implementation is underway or complete in most engineering organizations. However, feedback also suggests that most companies have found it difficult to implement an HF program in isolation, and HF investigations have started to raise issues in all areas. Some of these issues indicate that a pure HF focus on "people issues," only, might exclude other equally important influences on safety. It is therefore agreed that we must continue to evolve and develop HF knowledge. JAA NPA 12/CAP 715 and other documents are all assisting with this. However, it is suggested that what is actually required is practical guidance for the implementation of safety management systems (SMS) as part of a common operations/engineering approach. SMS offers a real way forward in a proactive approach to confronting the hazards that organizations might be facing before they occur. Human factors can then continue to develop as a vital but component part of all-embracing safety management systems.
