The Utah Department of Environmental Quality (UDEQ) is facing the possible retirement of a majority of senior management staff within the next five years. This senior management has gained invaluable knowledge and experience regarding past, present, and future issues. How are these skilled individuals replaced? It has been the experience of UDEQ that new managers are often promoted from the science and engineering ranks because of their excellent technical skills and abilities. From a career development standpoint, the path to management is the path to follow if one is interested in gaining stature within the organization or desires an increase in salary. The promotion to manager is without a management development plan. Often these individuals are not provided the opportunity to learn the necessary skills to provide management leadership.
