POLLUTION PREVENTION AND ENERGY EFFICIENCY (P_2E_2) PROGRAMS Creating a Solid Foundation for Success

Many facility owners and managers are looking for ways to decrease costs and improve operations. To help insure that these efforts are not mutually exclusive, P_2E_2 can be used as the tool to uncover many opportunities and position the facility for improved performance. Pollution Prevention (P_2) programs and Energy Efficiency (E_2) programs have both been around for many years. However, when these efforts are combined into a single program, the opportunity for a synergism occurs and a facility can obtain many more benefits than from either program alone. The most important aspect of developing a P_2E_2 program is creating a solid foundation from which to build the rest of the program. This paper discusses the development of the first two major steps of the program: 1. Preliminary Program Development, and 2. Facility Analysis and Evaluation. The actual development of a P_2E_2 for the Wm. Wrigley Jr. Company is discussed throughout the paper to illustrate the application of the program development. Summarized results from the study from one facility are included to show the potential opportunities evaluated for one particular facility. Once these steps have been completed, the facility management is presented with a comprehensive report that outlines the opportunities to reduce costs and improve operations. At this point the program moves from the analysis phase to the master plan development. This phase is discussed in Part Two of this series.
