The Places of Refuge Debate - The Salvor's Contribution

The availability of a place of refuge can determine the success or failure of a marine salvage operation. Refusal to grant a place of refuge can place lives and the environment at risk. This paper will examine the salvage industry's view of the problem, the increased pollution risks arising from a 'not in my back yard' attitude and the Coastal states responsibilities (which extend beyond safety of life). In addition it examines the common sense strategies when considering requests for places of refuge, Coastal states' potential liabilities, specific cases of refusal to grant shelter, the IMO initiative on places of refuge and the way forward.
