FREQUENCY MANAGEMENT SOFTWARE SYSTEM OF THE COMMUNICATION AUTHORITY, HUNGARY

The purpose of this presentation is to give an overview about the frequency management software system (FMS) implemented by the Communications Authority, Hungary. The spectrum management software is an integrated system that supports detailed engineering tasks, national and international co-ordination procedures, full administrative licensing and fee collection, workflow control and assures the connection to the spectrum monitoring equipment in order to access and visualise contents of the transmitter database and measurement results. For the different frequency management tasks the system incorporates different software modules. Sophisticated planning and interference calculation tools are available for planning and analysis of broadcasting networks (including FM, analogue TV, DAB, DVB-T and LF/MF services), satellite communications, microwave networks and all kind of mobile communications. Field strength prediction methods and calculations are in accordance with the ITU and CEPT recommendations and special agreements are also taken into account. Various multiple interference calculation algorithms are available. All planning tools dispose of graphical user interface and advanced map handling allows display of transmitter stations and calculation results on selectable background maps. Advanced database search functions are assured for all services and frequency ranges. The administrative software modules are combined under one software shell that includes data entry functions, workflow and deadline management, billing, printing of licensing forms and reminders, interface to customer data, archives and statistical functions.
