This paper has covered the two related areas of the European VMS Platform, and its work dealing with and seeking to harmonise VMS policy across Europe, and the VMS Working Group producing Codes of Practice based on European guidelines for the use of VMS and matrix signals. For a Number of issues harmonisation may initially be difficult to achieve due to the technology currently installed on the networks not being able to "universally" support the proposals and the cost implications of replacing that technology. Harmonisation may therefore recognise a range of different options for a number of areas. However indications are that new technology, such as the Highways Agency's MS4 VMS signs and similar developments across Europe, will enable greater harmonisation on issues such as danger warning pictograms. Through exchange and sharing of ideas between European Governments and VMS Committees and Industry relating to best practices, developments and policies, a more common approach can be encouraged. Key issues, such as a suitable pictogram for fog and for diversion routing, are being discussed to seek agreement. This paper reports work undertaken in the Safety, Standards and Research Directorate of the Highways Agency and is published by permission of its Director.
