The mobility of citizens -a case study and scenario on the healthservices of the Costa del Sol

The objective of this chapter is to analyse the effects of health care provided to European patients in health centres in the Costa del Sol area, especially given the situation that many "tourists" live for six months or longer in the area but take advantage of the El 11 form, which was originally designed for emergency assistance during short-term stays. While the documented number of such documented patients is rather low, their care nevertheless pose challenges, not the least economical which result from the fact that income due to this activity is not given to the district but kept in Madrid. Three scenarios outline and evaluate possible future developments, either improving or worsening the situation for the tourists, for the health service or for both.
