The problem of initial condition estimation from hydrographic data is explored in the context of a tidally energetic system. Observational System Simulation Experiments reveal ptoentially serious erros arising from the space-time aliasing of hhdrographic features which are trasported in tidal time. These are shown to lead to strunctural erros in hindcast circulation fields initialized from such obsevations. A limiting "agnositic" case describes the minimum standard which an initial condition estimation procedure must meet. Suggestons for impriving the observability of the hydrography are made and involve modifications of both observational and simulation protocol.
