Methods to generate design response spectra directly from earthquake source parameters and/or statistically derived attenuation relationships are becoming increasingly routine. However, a simpler alternative, similar to the original Newmark and Hall (NH) procedure, may be useful in cases where extensive seismological and geological work, as well as site response evaluations, cannot be justified. A graphical interpretation of the NH design spectra is presented as an aid in developing the proposed methodology. Given information in addition to the peak ground acceleration, such as magnitudes and distances of all events with potential effects at a site, the NH procedure could be extended to construct more appropriate site-specific spectra. The paper presents a general procedure based on statistically derived relationships of peak ground motion parameters as a function of magnitude and distance, as well as style of faulting. The use of the method for constructing site-specific design response spectra is demonstrated through a numerical example.
