THE BARBADOS GOAL: FORTY PERCENT OF ELECTRICITY FROM RENEWABLE SOURCES BY 2010

This paper describes the work which is being done in Barbados to produce 40% of the island's electricity from renewable sources by 2010. Barbados currently obtains about 15% of its primary energy from solar water heaters and burning sugar cane bagasse, and we want to increase the efficiency of this process by using the high pressure technology developed by the French firm SIDEC, already employed in Mauritius, Reunion and Guadeloupe. A 60MW cogeneration plant burning 180,000 tonnes of bagasse during the crop season should produce 80GWh of electricity per year from biomass. 30MW in wind farms should produce 79GWh/y, assuming a capacity factor of 30%; a 10MW waste combustion plant should provide 66GWh/y, while 6MW{sub}p of photovoltaic systems with a capacity factor of 25% should contribute 13 GWh/y. A 5MW ocean thermal energy conversion plant with a capacity factor of 75% should contribute 33GWh/y, but this technology is much less mature than the others and its deployment involves much more development engineering. A wave power plant may also be included, but this has to be resistant to the large waves from hurricanes (hits or near misses) and this problem has yet to be solved.
