Development of the Reusable CIS Components in Local Governments

The major consumer of GIS in Korea is public sector. Especially, a number of local governments have constructed information systems in various fields such as land management, urban planning, construction management, industrial complex location, and underground facility management. The same business in local governments has much similarity. As at least 70 to 80 percent of the local government's business is same, a GIS application developed in one local government should be applicable in other by revised a little parts. To reuse an application among local governments, it has to support reusability and interoperability under open architecture. In Korea, however, several different companies develop each application by using different software. So, there is the lack of interoperability and reusability for spatial database and GIS application. Then, each local government invests redundant money to build GIS application. To resolve these problems, we use component technology. The advantages of using components result from their reusability between applications. Applications can be easily implemented by adding components. In this paper, we describe the design and implementation of component-based GIS applications. It is based on UML(Unifled Modeling Language) for system design and MapBase component which supports common GIS functionality. In our project, we create 5 application components: waters management component, drainage management component, road management component, land management component, and city planning component. And another component, Application Service Component, is implemented to use commonly among 5 applications.
