In this paper, we present a new realistic multi-layer cell architecture for distributed control, in which there can be one or more cell layer types. The cell size for each cell layer type is fixedly selected according to cell radius in the cellular structure. We assume that the users in a cell have the same transmission priority level. But because the transmission distances between the base station and users are different, the received priority levels in the base station also are different. We can consider that the station's received priority is a function of user's transmission distance. Therefore, we define multiple levels of cell as that the area of a cell is a circle with radius R, and the base station is placed at the center of circle, the area of the cell is divided into L layers having equal width R/L around the base station. A smaller layer number l (l = 1,2,…, L) indicates nearer layer from the base station. It is be considered that because the mobile of users, all users have more many chances to be received than the case of fixed users. In this system we presented a new dynamic channel assignment method called "autonomous reuse partitioning method (ARP)". In this paper we also present an efficient analysis to evaluate the performance of such mobile cellular wireless systems by using ARP method. The analysis gives the expression for the channel utilization and packet delay to numerically evaluate the system performance and shows the effects of the autonomous reuse partitioning in the system performance.
