Progressively tightening environmental regulations have shaped the planning, design, construction and costs of dredged material disposal facilities. Total confinement, stabilization of contaminants, solidification, capping, beneficial use of amended sediments have become standard practice. Three case histories illustrate the design, construction and end use of confined disposal facilities (CDF) for contaminated dredged sediments. The first project in Baltimore is a 146-acre (59 ha) nearshore CDF constructed in 1980 to confine 3.5 million yds~3 (2.7 million m~3) of sediments, 600,000 yds~3 (460,000 m~3) of which were highly contaminated. The second project is an upland CDF in Boston, constructed in 1990 to contain 89,000 yds~3 (68,000 m~3) of solidified and stabilized contaminated harbor sediments. The third project in Brooklyn, which is currently under design, consists of a 4-acre (1.6 ha) nearshore CDF which will contain 140,000 yds~3 (110,000 m~3) of dredged contaminated sediments. The three projects are described and compared in terms of planning strategies, innovative engineering, design challenges, construction flexibility and end use.
