The assembly of two-dimensional bubbles in clusters is discussed. The bubbles may have the same size or two different sizes. A technique was developed to prepare clusters with given number of bubbles. The energy of such clusters was calculated exactly for simple clusters. For more complex clusters we introduce approximate methods to estimate the cluster energy. With these methods we determine the cluster configuration of smallest energy (minimal cluster) for fixed composition and discuss the characteristics of such minimal clusters.
