TOWARDS A METHODOLOGICAL APPROACH FOR A SYSTEMIC INTERVENTION IN THE TELECOMMUNICATION SECTOR IN COLOMBIA

This article presents some reflections on the transformations going on in current organizations, specifically of the telecommunication sector, one of the most dynamic and profitable technological based industries at present. In this, as in other sectors, the companies face the challenge of staying closely related to the state-of-the-art technology and entrepreneurial know-how incidental to their particular businesses. Also the challenge of frequently adapting to the changes and political stress in the worldwide markets they operate in. In order to properly design and guide a transformation process in this kind of organizations, we suggest they need a coherent and sound language to understand the complexity of a social change process. We then propose a model of transformation based on organizational cybernetics that we think can be particularly useful for enterprises this sector. Then we present ideas for its application, through a retrospective analysis of a case study of a Colombian telecommunication company transformation. Our transformation model takes the Beer Viable System Model as the meta- language to talk about a social organization and the St. Gallen′s administration model as the one suggested for a viable organization. It also incorporates a series of tools that supplement it as a language to observe and to facilitate transformations in complex organizations operating in globalized environments, specifically in the sector of telecommunication services.
