To sell its tax cut proposal, the new Bush administration's initial rhetorical emphasis has been to fight off an economic recession. The Federal Reserve Board's adjustment of the prime interest rate is currently the most powerful tool the government has to attempt to manipulate the economy. The question becomes how to make large population centers more liveable and improve the quality of life.
