10 Guidelines to Successful Substation Commissioning

The commissioning of a substation is the process by which the substation, its design, equipment, wiring and protection is proven. Commissioning engineers and technicians provide the last line of defense for substation owners against engineering, manufacturing and installation mistakes. A skilled substation commissioning group can discover problems that were missed by everyone else. In contrast a poor commissioning group will miss issues that are easily discovered with proper testing. A poor commissioning group can even cause problems that can cost the owners time and money. The intent of this paper is to examine the process of substation commissioning and the system level problems that are too commonly missed during that process.
