Functionality oriented design as response to requirements of liberalized electricity markets - the PS-1 substation concept

The presented PS-1 concept for transformer substations was developed in order to meet the requirements for power distribution systems in liberalised markets. One essential feature of these markets is the high cost pressure on operators of electrical systems like substations. One effective possibility to face this cost pressure from the operator and the supplier side is the introduction of standardised systems. In the presented concept the standardisation approach included the complete technical equipment of transformer substations as well as the entire processes starting from the substation design up to its operation. Such a comprehensive standardisation is only practicable for a limited number of substation configurations and therefore the PS-1 configurations were chosen by means of different technical, economic and operation related criteria. As one of the basic criteria the availability of substations was discussed and using the results of a comprehensive availability study the configurations for the substation with HV GIS switchgear were deduced. After that the technical solution i.e. the utilised equipment was presented. Finally the typical substation related processes and the potential for process optimisation was discussed. Summarising it can be concluded that the presented standardised concept provides the same reliable functionality as traditional substations do. However, this is realised with significantly reduced time efforts for the related processes on the operator side and with considerably lower costs for the operator.
