GPS Military Signal Modernization: Updates to Design and Characteristics

The Navstar GPS Joint Program Office (JPO) has, for the last three years, been embarked on an ambitious initiative to modernize GPS, including elements effecting both military and civilian users. This paper summarizes the JPO's efforts to design a modernized military signal architecture. Section One discusses the motivation and objectives for military signal architecture modernization. Section Two describes and defines each element of the modernized military signal architecture. Section Three discusses how the modernized military signal architecture will be integrated into U.S. military operations, as well as how new missions and capabilities have been enabled by the design of new military signals. Section Four highlights significant work yet to be done and provides concluding remarks. The objective of this paper is to encapsulate the modernized military signal design, its rationale, and its promise in one short primer.
