Agent is an important concept in the literature of computer science and has been applied in the development of the open, dynamic and distributed application system nowadays. Therefore, it is necessary to investigate formal and rigorous methods to specify, analyze and design the agent-based system, especially multi-agent that composed of a number of interacting agents. In this paper, a theoretical framework of how agent behaves in dynamic and non-deterministic multi-agent system is put forward. The theoretical framework is based on a new agent's architecture BICC (Belief-Intention-Capability-Commitment). The main focus of the paper is on behavior decision of agent in dynamic and non-deterministic multi-agent system. By means of the branching temporal logic, the semantics of each component in the agent's architecture is defined, the relationship among them and how agent behaves in multi-agent system are investigated and specified. At last the live and safety properites of agent's behaviors in dynamic and non-deterministic multiagent system are examined and gained.
