The implementation of projects within budget and schedule performance criteria is generally considered as "could be improved". Why some projects might not achieve their objectives within pre-set parameters or achieve them at an unacceptable cost, is an issue that is constantly being evaluated. This paper describes the development of a model of 4 internal phases that may affect project teams during the implementation of projects, as an awareness of the totality of constraints affecting the implementation process is required if performance is to improve in the future.
