In the vicinity of a proposed commercial redevelopment project, dissolved phase hydrocarbon impacts were found to be associated with localized hydrocarbon contamination in soils. Based on these findings, qualitative and quantitative risk assessments were undertaken and a set of risk based acceptance criteria (RBAC) were developed to establish appropriate remediation targets and strategies for the intended commercial end use. The remediation strategy had to address the treatment of adsorbed soil contamination and the dissolved phase plume in a timely and efficient manner to meet redevelopment timelines. Additionally, the site was an active and operating port facility, where daily activity and operations could not be interrupted.
