An approach for developing corporate decision tools to support the terrestrial wildlife management business in the Forest Service

As managers and users of geospatial information, we have long recognized that people throughout the organization must be able to easily obtain corporate data and share these data to effectively engage in collaborative problem solving. However, it has only been recently that we've had all the necessary technologies such as: geographic information system (GIS) technology, coupled with a client/server computing environment and relational database management technologies to realize our corporate goal: having data entered once, and used by many. But how should we approach the integration of new decision support tools into an established information technology environment? This paper presents an approach to this important question. In this paper, we discuss ways that the Forest Service has begun to link user requirements to application design considerations given technical infrastructure limitations. We also present a framework that we have used to define and guide the development and implementation of FAUNA, a set of new decision tools for supporting the terrestrial wildlife management business in the Forest Service.
