Developing JSP 520, Version 2 - The OME Safety Management System

Paper exploring how version 2 of the UK MOD's Joint Services Publication 520 "The Ordnance, Munitions and Explosives (OME) Safety Management System" provides greater insight into the requirements of a weapon or explosives safety case. The paper will explore how the policy fits within a wider framework of MOD safety policies and ongoing reviews. An explanation will be given of how Duty Holders will be encouraged to use the Manufacture to Target Sequence to develop their Safety Cases. It will also use a worked example to explain how newly developed templates and guidance fit together and integrate with higher systems safety cases and explore some of the challenges facing the policy's implementation. NOTE: This paper expresses the opinion of the author and does not necessarily represent the opinions of the Ministry of Defence (MOD) or of the OME Safety Management Office. This paper has been written to give personal experience to fellow professionals at conferences. The findings of the paper are to inform future policy.
