Comparison of ISO 14620-1, MIL-STD-882C/E, and GEIA-STD-0010 requirements applicable to Space Launch Services Programs

IAW Air Force Instruction (AFI) 63-101/20-101 (ref. 1), Section 5.4.24, 'The PM shall utilize nongovernmental consensus standards, if available, when identifying compliance documents in contracts.' In AF 'lingo', PM means program manager. Current DoD and Air Force policy requires PMs to follow the system safety methodology prescribed by MIL-STD-882E (ref. 2), which defines the terms and methodologies for implementing design safety requirements and hazard risk assessments. In comparison, European, Russian, Brazilian, Japanese, Chinese and UK Common Wealth governmental and commercial entities collaborate in space systems programs and voluntarily comply with the design safety and hazard risk assessment requirements defined in ISO 14620-1 (ref. 3). Several years ago, the Air Force Space and Missile Systems Center (SMC) established precedence for requiring contractors to comply with international standards, by including ISO 17666 (ref. 4) in the mandatory compliance documents list used for all AF space systems acquisition contracts. This paper compares the pros and cons of launch services related system safety requirements and guidelines found in MIL-STD-882E, MIL-STD-882C (ref. 5), ISO 14620-1, and GEIA-STD-0010 (ref. 6). While all four documents incorporate a task management system framework and share many of elements of the space system safety process, there is at least one significant difference among them, and that difference lies in the specificity of the 'Plan-Do-Check-Act' model.
